31st Street

31st Street (Yolanda Avenue to EWEB Bike Path) has an asphalt surface and painted centerline striping, but there is no shoulder area or other facilities for walking or biking. At the bike path, there is a pedestrian-activated beacon and painted crosswalk. South of the bike path, 31st Street is has on-street bike lanes, curb and gutter, and sidewalks. The initial concept was a full urban upgrade and jurisdictional transfer of this section to the City of Springfield; however, the available project funding precludes this level of improvement. The immediate need is for a place to walk, particularly on the west side of the street where there is a well-worn dirt path.
