Continuum of Care

The Continuum of Care (CoC) Program is funded through the Department of Housing and Urban Development (HUD) and is designed to promote communitywide commitment to the goal of ending homelessness; provide funding to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.


The OR-500 Eugene, Springfield/Lane County Continuum of Care encompasses the full expanse of Lane County. Lane County Human Services Division is the Collaborative Applicant and Continuum of Care Lead Agency. In this role, Lane County is responsible for overseeing the work of the CoC, as well as applying for and securing over $4 million in annual funding to support housing programs and services operated through Co-Applicants St. Vincent de Paul and Homes for Good, and various other non-profit service providers in Lane County. The work of the CoC is governed by the Poverty and Homelessness Board and is carried out by a wide variety of stakeholders including non-profit providers, business community, people with lived experience of homelessness, healthcare providers, government partners, and community advocates, among others.


Continuum of Care funding primarily supports Permanent Supportive Housing (PSH) programs, Rapid Re-housing (RRH) programs, Coordinated Entry, the Homeless Management Information System, and System Planning.

FY 2026 Continuum of Care Competition: Transitional Housing, Supportive Services Only, and Street Outreach

The Lane County Continuum of Care is seeking proposals for Transitional Housing, Supportive Services Only, and Street Outreach projects. Other Current Funding Opportunities

YHDP

The first opportunity is for the Youth Homelessness NOFO, through which HUD offers grants to help communities develop systems and projects to dramatically reduce youth homelessness. 

 

The Youth Homelessness NOFO combines funding from FY2024 and FY2025 for both the Youth Homelessness Systems Improvement (YHSI) grants and Youth Homelessness Demonstration Program (YHDP).  Unlike previous YHDP competitions, eligible applicants for the Youth Homelessness NOFO include both CoC and non-CoC organizations, including faith-based organizations, non-profit organizations, and Tribes and Tribally Designated Housing Entities (TDHEs).

 

Available Amounts and Application:

  • A total of $193,000,000 is available under this NOFO, including approximately $49 million in YHSI funds and $144 million in YHDP funding. 
  • Youth Homelessness NOFO applications will be submitted via e-snaps.
  • Applicants for the Youth Homelessness NOFO must complete the NOFO application in e-snaps.  YHDP Community Applicants that are not CoC Collaborative Applicants must complete and submit a modified Youth Homelessness registration in e-snaps to gain access to the application. Registration closes July 8th.
  • Applicants may choose to apply for YHSI funding, YHDP funding (this is new, additional YHDP and is separate from existing YHDP projects in OR-500), or both. 
  • Applicants for YHDP community designation must also submit a priority listing of YHDP projects and YHDP project applications for the community.

CoC Builds

The second opportunity is the Continuum of Care Builds (CoC Builds) NOFO through which HUD offers competitive grants for the new construction, acquisition, or rehabilitation (capital costs) of new permanent supportive housing (PSH) units.

 

Through the CoC Builds NOFO, HUD encourages CoCs to leverage funds provided for capital costs of new PSH units with other funding sources to maximize the amount of housing that can be directed to meet the needs of homeless individuals and families. PSH is defined as permanent housing in which supportive services are provided to assist homeless persons with a disability to live independently. No more than 20 percent of each award may be used for other eligible CoC Program activities associated with the PSH project and no more than 10 percent of an award may be used for project administration. The funding under this NOFO is primarily for the creation of new units of PSH.

 

Available Amounts and Application:

  • A total of $100,000,000 is available under this NOFO in FY 2024 funds.
  • OR-500 is eligible to apply for a minimum of $1,000,000 and a maximum of $9,000,000.
  • CoC Builds NOFO applications will be submitted via e-snaps and must be submitted by the Collaborative Applicant (Lane County). Each CoC may submit only one CoC Builds project application.
