Lane County is updating its rules for urbanizable lands. You live in the area being studied and we want to hear from you!

The rules that guide housing development in Lane County’s urbanizable lands, or lands that are outside city limits but inside an Urban Growth Boundary, have been around for decades. A lot has changed since 1972, including the kinds of homes people need, how homes are built, and state requirements for local governments. This project is about bringing those rules up to date.

Project Overview
Lane County was granted a Housing Planning Assistance Grant from the Department of Land Conservation and Development (DLCD) in 2025. Through this grant, DLCD provided Lane County with a private land use consultant to complete certain code amendments related to housing. The consultant for this project is 3J Consulting, who will be working on amendments to residential use zones and standards applicable to the development of housing in urbanizable areas (Lane Code Chapter 10). Urbanizable areas are the areas located outside of city limits, but within the urban grow boundary. This project is specific to the urbanizable areas for the small cities within Lane County (excluding Eugene & Springfield)

The amendments will address:

1. Oregon Revised Statute (ORS) 197A.400 - Clear and Objective Requirements
2.  ORS 197.475 to 197.493 - Manufactured/prefabricated housing and park requirements
3. ORS 197.746 - Transitional Housing Accommodations

Objectives of the code amendment project are to:

1. Reduce barriers to diverse housing options when possible
2. Simplify and modernize code terminology and procedures
