Downtown District

The Downtown Districts has been amended multiple times to update projects, expand boundaries and adjust funding. The core objectives aim to develop a cohesive central business district, build new public faculties, replace and eliminate unsafe or deteriorated buildings, improve appearance and enhance community pride, and establish long-term financing for needed improvements. Key successes include extensive streetscape improvements along Territorial Highway and West Broadway, adding pedestrian lighting, bioswale plantings, trees, upgraded crosswalks, and gateway features to create a more walkable and attractive downtown. Additional projects expand downtown parking through a shared lot, enhance reliability by undergrounding power lines, and support economic vitality through a Business Incentives Program, Retail Pop‑Up District, and installation of last‑mile fiber connectivity to better serve businesses. The district also invests in strategic land acquisition, including the Luther Lane open‑space site, to create new gateway opportunities and support future multimodal transportation needs.
