City of Coburg District

The City of Coburg’s Urban Renewal Agency was established in 2001 to fund and guide public infrastructure improvements, most notably, a municipal wastewater system within a designated urban renewal district, using tax-increment financing (TIF) to fuel projects that spur private investment in otherwise stagnant areas.

Infrastructure-Driven District

Coburg’s District has authority to acquire property, assist displaced persons, reconstruct or install streets and utilities, and manage building renovation or demolition. Its efforts are coordinated through a formal plan that details the geographical scope, types of permissible public improvements, land-use intentions, acquisition strategies, financing methods, and a cap on bonded indebtedness. This district is funded entirely through Tax Incremental Financing. Coburg’s Urban Renewal projects centered entirely on constructing a municipal sewer system to serve its industrial area and enable future economic growth. The Urban Renewal Agency financed and delivered a full wastewater collection network and treatment facility for the Industrial Urban Renewal Area. It also supported expansion of sewer services citywide, alongside key water‑system upgrades that modernized utilities to support industrial development.
