City District
The City of Creswell's Urban Renewal District focuses on projects that will locate needed services and promote economic development in the area. The targeted investment is intended to reduce barriers to the redevelopment of industrial brownfield sites in the south end of the city, increase commercial viability of the Hwy 99 corridor north of Oregon Avenue; and spur development on vacant industrial parcels at the northern boundary of Creswell's City Limits and Urban Growth Boundary (UGB). Most of the District projects focus on major upgrades to transportation, sewer, and water infrastructure. The Urban Renewal Plan focuses on improving the city’s basic infrastructure including streets, sidewalks, and utility systems that can better support residents and businesses. Transportation upgrades include fixing and modernizing key roads like Mill Street and Front Street, improving Oregon Avenue and OR 99 intersections, building a short new connector road, and making pedestrian crossings safer and more accessible. The sewer system would be strengthened by replacing older pipes with larger ones, adding new sewer lines where service is limited, and installing a pump station to move wastewater from areas that can’t flow by gravity. Water system improvements involve upgrading older pipes and increasing capacity in places where the system struggles to meet every day and fire‑flow demands. Altogether, these projects aim to make getting around easier, prepare the area for future growth, and ensure reliable basic services.
