City of Cottage Grove District

The Cottage Grove Urban Renewal Agency includes their City Council as the Board of Directors and is financially accountable for its operations. The Urban Renewal Agency was newly created when the Cottage Grove Urban Renewal Plan was adopted in 2025, establishing a tax‑increment financing district. Its purpose is to borrow and invest funds in economic and community development projects that would not occur on their own, especially projects requiring upfront public infrastructure.

City District

For the first year of operation, no capital projects are proposed, as the district is just beginning to generate tax increment revenue. The initial focus is on agency setup, administration, and funding a part‑time community development position to manage economic development and future planning. The only funded project category this for 2026-27 is intended for branding, visual improvements, or identity‑building efforts within the renewal area.
